  • The Declaration on the Establishment of the Asian League of Institutes of the Arts

Article 1(Title)

The network organization shall be named Asian League of Institutes of the Arts
(hereinafter referred to as "ALIA").

Article 2 (Purpose)

The purpose of ALIA, an International network organization of arts education institutions
and universities in Asia, is to enhance socio-cultural influence of Asian culture and arts
education and to promote the development and spread of arts education through exchanges
and cooperation among educational institutions.

Article 3 (Objectives of Activities)

Activities of ALIA shall be carried out for the following objectives:
(a) Providing arts education which presents new civilizations and spiritual values for the Asian region;
(b) Discovering and spreading tradition, history and identity of arts and arts education in Asia;
(c) Raising the status of arts and arts education in Asia;
(d) Widely publicizing achievements of arts education in Asia;
(e) Supporting cultural diversity, while facilitating communication between
traditional Asian culture and arts and modern values and between Asian cultures and other cultures; and
(f) Facilitating human and material exchanges and cooperation for the mutual
development of Asian arts education institutions.

Article 4 (Activities)

To achieve the purpose prescribed in Article 2, ALIA shall perform the following:
(a) Holding meetings and carrying out activities through which Asian arts and the arts education
sector can communicate with other political, economic, social and cultural areas;
(b) Holding biennial General Assemblies and annual or biennial symposiums to create a forum for
discussing and exchanging pending issues on arts and arts education in Asia;
(c) Providing a forum for conversation to share cases of innovative and experimental arts and arts
education in a year when a regular General Assembly is not held;
(d) Participating in policy activities designed to advocate, support and represent the interests of artists
and arts education institutions;
(e) Taking part in activities designed to solve common problems faced by Asian artists and arts education
institutions;
(f) Conducting joint research to support the continued development of arts and arts education
in stitutions;
(g) Promoting various programs and cooperative projects to facilitate human and material
exchanges and cooperation among Asian arts education institutions;
(h) Providing online services, including a Web site, to promote its activities and distribute
newsletters; and
(i) Writing and publishing publications on Asian arts education.

Article 5 (Membership)

There shall be regular and non-regular members in ALIA, of the following
four types of membership:
  • (a) Regular members: Regular members of ALIA shall be composed of the heads of Asian
    higher educational institutions in the arts sector approving the purpose of
    ALIA (institutions which offer diplomas corresponding to a degree course or
    a degree or other specialized educational courses). Regular members have voting
    rights in a General Assembly.
  • (b) Non-Asian members: Non-Asian higher arts education institutions do not have voting rights in
    a General Assembly.
  • (c) Associate members: Natural and juridical persons excluding regular and non-Asian members do not
    have voting rights in a General Assembly.
  • (d) Special members: Natural or juridical persons appointed by a resolution of the Board Members in
    recognition of special contributions to art education or any other contributions
    to the development of ALIA do not have voting rights in a General Assembly.

Article 6 (Member Qualifications)

Any institution or person who wishes to become a member of ALIA shall submit a due written
application and obtain approval of the Board Members; provided that the qualifications of
initial members shall be determined in an inaugural meeting.
All members shall be obligated to pay an annual membership fee that shall be decided upon by
the association’s Board Members.

Article 7 (Membership Termination)

A member may terminate his or her membership by submitting a written application
therefor to the Board Members.
The membership of a member that commits an act damaging ALIA’s reputation or
contrary to its purpose and is accordingly deemed ineligible to serve as a member
thereof may be suspended for a set period by a resolution of the Board Members.
Membership is to be terminated if the member fails to pay membership fee for two
consecutive years.

Article 8 (General Assemblies)

General Assembly members consist of the regular members.
Non-Asian members, Associate members and Special members may attend
General Assemblies and make statements.
Meetings of representatives shall deliberate and make a decision on
the following matters:
  • (a) Matters relating to the election of the Board Members, including Chairperson,
    Vice Chairpersons, and Auditors;
  • (b) Matters relating to the amendment of the articles of association;
  • (c) Approval of the budget and the settlement of accounts;
  • (d) Approval of activity plans
  • (e) Approval of matters proposed by ALIA Board
  • (f) Selection and Handling of Basic Assets and Matters pertaining to
    dissolution of ALIA
  • (g) Matters of termination of the organization
  • (h) Other important matters.

Article 9

General Assemblies shall be ordinary and extraordinary General Assemblies. An ordinary General Assembly
shall be held biennially, and an extraordinary General Assembly shall be convened on an ad hoc basis.

Article 10 (Resolution in General Meeting)

  • A General Meeting shall be opened when a quorum, i.e. a half of registered regular members,
    is present; provided that members represented by proxy shall be deemed to be present.
  • A decision in a General Meeting shall be made with the consent of a majority of attending
    regular members; provided that the Chairperson shall have the casting vote in the
    event of a deadlock.

Article 11 (Convocation and Minutes of General Assembly)

  • The Chairperson of ALIA or acting Chairperson shall convene a General Meeting and
    serve as the Chairperson thereof.
  • The agenda of a General Assembly shall be notified to regular members, or a public announcement
    thereof shall be made, at least forty-five (45) days prior to the date of such assembly.
  • The Chairperson shall record and keep minutes of a General Assembly.

Article 12 (Types and Number of Board Members)

  • ALIA shall have the following Board Members:
    (a) One (1) Chairperson;
    (b) Two (2) Vice Chairpersons; and
    (c) Three (3) Auditors.
  • The appointment is taken over to the next representative of each institution.
  • Board Members shall be selected from among the regular members; provided that one (1) associate
    member, non-Asian member, and special member may be respectively appointed as a Board Member.
  • The Board Members shall deliberate and decide on any of the following:
    (a) Matters concerning execution of major business affairs;
    (b) Matters concerning formulation and implementation of a business plan;
    (c) Matters concerning preparation of budgets and closing statements;
    (d) Matters relating to the approval of members;
    (e) Matters otherwise subject to authority of the Board Members under the Articles of Incorporation; and
    (f) Other matters delegated in a General Assembly or necessary for operation of ALIA.
  • A decision by the Board Members shall be made with the presence of a quorum, i.e. the consent of
    a majority of the attending members; provided that the Chairperson shall have the casting vote
    only in the event of a deadlock.

Article 13 (Terms of Board Members)

  • Board Members shall serve a two (2)-year term and may serve consecutive terms.
  • The terms of Board Members who come to office by means of by-elections shall be the remainder
    of the terms of their predecessors.

Article 14 (Election of Board Members)

  • Board Members shall be elected in a General Assembly.

Article 15 (Duties of Board Members)

  • The Chairperson shall represent ALIA and oversee its business and duties. The Chairperson shall also
    serve as the Chairperson in the General Assembly and the Board Meeting.
  • The Vice Chairpersons shall assist the Chairperson and serve as an acting Chairperson when the
    Chairperson is incapable of performing his or her duties. They shall serve as an acting
    Chairperson in the order set by the Chairperson in advance.
  • In case where the Chairperson with a remaining term of at least six (6) months is incapacitated, a
    Vice Chairperson serving as an acting Chairperson shall promptly commence the procedures to appoint a
    successor thereto.
  • Directors shall attend meetings of the Board of Directors, and deliberate and decide on matters
    concerning business of the ALIA.
  • The Auditors shall perform each of the following duties:
    (a) Auditing business, account closing, and property of ALIA;
    (b) Requesting the Chairperson, Vice Chairpersons, to submit materials or present opinions necessary
    for an audit and making statements before the Board Members;
    (c) Requesting the Chairperson to address any inadequacies found out in an audit; and
    (d) Presenting opinions on audit findings at a General Assembly or a Board Meeting.
  • The auditors shall file a written report on business, accounting, and other matters pertaining to ALIA
    to an ordinary General Assembly.

Article 16 (Convocation and Minutes of the Board Members)

  • The Chairperson shall summon the Board Members at least once a year.
  • The Chairperson may summon the Board Members whenever necessary; provided that the Chairperson
    shall also promptly convene a meeting thereof if requested by at least two-thirds (2/3) of the
    Board Members.
  • A Board Meeting shall be notified to the Board Members at least one (1) month prior to the date of such
    meeting; provided that the same shall not apply if approved by all Board Members in exigent
    circumstances.
  • The Chairperson shall record and keep minutes of the Board Members.

Article 17 (Business Expenses)

  • The business and operation of ALIA shall be funded from the following sources:
    • (a) Dues from members;
    • (b) Subsidies or financial assistance from government agencies of Asian countries;
    • (c) Private donations, contributions, or sponsorships; and Business proceeds of ALIA.

Article 18 (Budgeting and Account Closing)

  • The Chairperson shall prepare a business plan and budget for each fiscal year, when the
    membership fees are collected, and obtain approval therefor in a General Meeting after
    a resolution by the Board Members.
  • The Chairperson shall prepare a closing report for each fiscal year and obtain approval therefor in a
    General Meeting after a resolution by the Board Members within three (3) months from the end of the
    corresponding fiscal year.

Article 19 (Fiscal Year)

  • The fiscal year of ALIA shall be from January 1 to December 31.

Article 20 (Secretariat)

  • ALIA may have a secretariat to promote its activities.
  • A secretary-general may be appointed to oversee the secretariat.
  • The secretary-general shall be appointed and dismissed by the Chairperson with approval of the majority
    of the Board Members.
  • The headquarters of secretariat shall be set up in the institution where the Chairperson is appointed.

Article 21 Regional Offices

  • When necessary, ALIA may establish, by a resolution in a General Assembly, regional offices across Asia
    to perform local affairs thereof.

Article 22 (Modification of the Articles of Incorporation and Quorum
for Dissolution)

  • In the event ALIA wishes to modify its Articles of Incorporation or dissolve itself, it shall obtain
    consent of at least two-thirds (2/3) of the Board Members and at least two-thirds (2/3) of the
    presented members of a General Assembly.

Article 23 (Detailed Enforcement Rules)

  • The Board Members may determine detailed matters necessary for operation and business of ALIA.

By-law

  • 1. New Board Member candidates must announce their candidacy at least one month prior to
    the Board Meeting. → one copy of the candidacy application is necessary. (In the case that
    the number of candidates is below the minimum, the current Board Members shall adjust accordingly.)
  • 2. Names of candidates must be announced (website and email) to all ALIA members
    fifteen days before the General Assembly.
  • 3. The Chairperson shall be selected by vote at the General Assembly. For candidates or those with proposals,
    a decision by vote will be made after hearing a presentation on Reasons for Candidacy.
  • 4. After the General Assembly, a Board Meeting will be held formally selecting the Vice Chairperson and
    Auditors. The selection of new Vice Chairpersons and Auditors will be delegated to the Board Members
    at the General Assembly.
  • 5. The New Chairperson should announce newly selected Vice Chairpersons, Auditors to
    all ALIA members within one month.
  • 6. The theme and content of ALIA Symposiums shall be approved by the Board Members at least
    six months prior to the event.

ALIA-Seoul Agenda

  • We on behalf of arts education institutions and universities in Asia, amid a
    great paradigm shift in the21st century,
  • Recognizing the power of arts and arts education to present new civilizations
    and spiritual values;
  • Fully aware of an increasingly crucial role of arts education;
  • Committed to providing high quality arts education;
  • Agreeing on the UNESCO report that arts education is a universal human right;
  • Sharing the view that exchanges and cooperation between Asian arts education
    institutions are significant for the development of arts education devoted to protecting
    cultural diversity and identity; and Resolved to exercise leadership in order to facilitate and
    exchange world-class arts education;
  • Have agreed to establish the Asian League of Institutes of the Arts and declare as follows:
    • We shall set up the Asian League of Institutes of the Arts (ALIA), an Asian network
      organization of arts education institutions and universities.
    • We, through the ALIA, shall raise the status of arts and arts education of Asia and offer
      arts education that presents new civilizations and spiritual values.
    • We shall facilitate exchanges between arts education institutions in Asia and their
      members, and expand networks with non-Asian arts education institutions (beyond Asia
      to the world).
    • The founding chairperson, vice chairpersons, and auditors elected today shall organize the founding
      representatives of ALIA in consideration of their nations, regions, gender and areas of activity.
    • In order to carry out activities mentioned above, a secretariat shall be established in the first country to hold the chairpersonship.
    • An on-line network, including a web page, shall be set up to promote cooperation in an effective
      manner.
    • International conferences and symposiums shall be held to develop Asian arts education and to spread performance of Asian arts education, and activities of ALIA shall be widely publicized via various media,
      including publications.
    • Each member shall actively take part in ALIA activities for its establishment and growth.

We, as founding members of ALIA, hereby pledge to participate in the network activities of
ALIA in an active manner.
